EARLY NOTICE OF A POTENTIAL IMPACT TO A FLOOD HAZARD AREA AND WETLAND

The Colorado Department of Local Affairs is considering committing Community Development Block Grant – Disaster Recovery funds, under Title I of the Housing and Community Development Act of 1974, as amended or Title II of the Cranston-Gonzalez National Affordable Housing Act, to undertake a project known as Left Hand Creek Reach 3b Resilience & Flood Mitigation Improvements, Boulder County.  The specific elements of this proposed project are to restore this 2,200 foot section of the creek from Diagonal Highway (CO 119) upstream to 87st Street (Airport Road) in order to restore geomorphic function, improve flood resiliency, facilitate restoration of recreational access, and reduce flood risks as outlined in the 2014 Left Hand Creek Watershed Master Plan.  The project will include the following elements:  rebuild floodplain benches/stabilize banks; narrow the channel, add riffle/pool complexity, and reestablish riparian vegetation; clean excessive sediment at road crossings in particular, and along the entire creek section as required; establish a compound channel, including a low flow channel which will promote appropriate sediment transport and a floodplain to provide conveyance of water and debris during floods; remove sediment and debris from 87th Street bridge crossing, which will enlarge and stabilize the channel and facilitate maintenance of the existing bike path underpass; and perform passive restoration and re-vegetation. The main goal of the project is to improve the geomorphic and ecologic function of the site and reduce flood risk. The proposed action, if implemented, would impact a Federal Emergency Management Agency (FEMA) designated Special Flood Hazard Area (SFHA) and a wetland area contained herein; the project location occurs within FEMA flood insurance rate map panels 08013C0407J effective 12/18/2012 and 08013C0269J effective 12/18/2012.  The purposes of this notice are to:

(1) inform the public of this potential consequence and

(2) request comments concerning:

(a) potential adverse impacts of the proposed project on the SFHA and wetland and

(b) alternative sites or courses of action that might avoid or reduce these impacts.

Details concerning the proposed project are available for examination/copying at Lefthand Watershed Oversight Group office within Left Hand Water District, 6800 Nimbus Road, Longmont, CO weekdays between 8:30 a.m. and 4:30 p.m.  Documents are also available on the Lefthand Watershed Oversight Group website www.lwog.org. Any individual, group, or agency may submit written comments on the proposed project to Tamra Norton, Environmental Compliance Officer, Colorado Department of Local Affairs, 1313 Sherman Street, Room 521, Denver, CO 80203 or tamra.norton@state.co.us.   All comments must be received no later than September 19, 2015.
